Baltimore County Police promotes first African-American female captain

TOWSON, MD — The Baltimore County Police Department has promoted Lieutenant Deneisha L. Seaman to the rank of Captain, making her the first African-American woman in the department’s history to achieve the rank.

Captain Seaman, a 15-year veteran, will serve as Night Commander in the Operations Bureau. Her promotion was part of a ceremony held Thursday evening at the Jewish Community Center of Greater Baltimore, where 30 sworn and 9 professional staff members were recognized for their advancement.

Also promoted were Major Matthew C. Gorman to Colonel, assigned to the Professional Standards Bureau; Captain Brian A. Edwards to Major, assigned to the Eastern Patrol Division; and Lieutenant Matthew W. Wilking to Captain, assigned to Precinct 12/Dundalk.

New lieutenants include Sergeants R. Crabbs, D. Kerns, and S. Reagle.
