Bill would create state licensing board to regulate general contractors in New Jersey

TRENTON, NJ – A proposal moving through the New Jersey Legislature would establish the first-ever state licensing system for general contractors, creating new standards for education, experience, and oversight of the construction industry. Assembly Bill A1457, reported favorably by the Assembly Regulated Professions Committee, seeks to form the New Jersey State Board of General Contractors to regulate the profession and ensure accountability across the state.

The nine-member board would include six experienced contractors with at least ten years of practice in New Jersey. It would be responsible for setting licensing standards, reviewing qualifications, conducting examinations, issuing and renewing licenses, and enforcing disciplinary actions such as suspension or revocation.

Under the bill, applicants for licensure must be at least 18 years old, possess good moral character, hold a bachelor’s degree in project management with at least 60 credits in construction-related coursework, and pass a state-approved examination. The board would hold examinations at least four times a year and may offer online testing options.

The legislation provides exemptions for contractors with at least ten years of experience prior to the bill’s enactment, as well as for individuals already licensed in related fields. All licenses would require renewal every two years, with continuing education mandated as a condition for renewal. Licensed contractors would also be required to display their licenses at job sites.

Supporters say the measure would bring consistency and consumer protection to an industry currently regulated only at the local level, where standards can vary widely. Opponents have raised concerns about potential barriers to entry for smaller contractors and the costs of compliance.

Assembly Bill A1457 was pre-filed for introduction in the 2024–2025 legislative session and has undergone technical review by the Assembly Regulated Professions Committee.
