Cumberland man cuffed after wild outburst in apartment lobby

CUMBERLAND, MD — A 54-year-old man was arrested Wednesday following a disturbance at an apartment building on North Liberty Street, where police say his behavior alarmed residents and forced staff to clear the lobby.

Officers with the Cumberland Police Department responded to the scene on May 21 after receiving reports of a disturbance. Upon arrival, they saw a male attempting to walk away and ordered him to stop. The man initially refused to comply but was detained shortly after.

Police spoke with the property manager, who reported that the individual had entered the building’s lobby while intoxicated and began yelling, creating a disruption. Staff removed several residents from the area for safety concerns.

The man was identified as Charles Robert Bauman II of Cumberland. He was taken into custody and charged with disorderly conduct, disturbing the peace, intoxicated public disturbance, and trespassing.

Bauman was transported to the Allegany County District Court Commissioner’s Office for an initial appearance and was released on his own recognizance.
