PERRYVILLE, MD — A 60-year-old Cecil County man was killed Thursday morning after his bicycle was struck by a vehicle in Perryville, according to Maryland State Police.
The victim, identified as Sean Earl Ruffin, was pronounced dead at the scene by Cecil County Emergency Medical Services. The crash occurred around 10:50 a.m. on westbound Pulaski Highway (Route 40) at the intersection of Cedar Corner Road.
Preliminary findings indicate Ruffin was riding eastbound in a bike lane, against the flow of traffic, when a Nissan Rogue turning onto eastbound Pulaski Highway from Cedar Corner Road struck him. Investigators said there is no evidence that impairment contributed to the incident.
The driver of the Nissan remained at the scene and cooperated with authorities. Maryland State Police from the North East Barrack responded, along with assistance from the Cecil County Sheriff’s Office, Perryville Police Department, and the Maryland Department of Transportation State Highway Administration.
Crash remains under investigation by authorities
Troopers have not released information about the driver’s identity. Officials said the investigation is ongoing and will be presented to the Office of the State’s Attorney for Cecil County to determine whether any charges will be filed.
Road closures were put in place during the investigation, causing temporary traffic delays in the area. Authorities have not indicated how long the closures lasted.
Maryland State Police are urging anyone with information related to the crash to contact the North East Barrack as the investigation continues. No further details have been released at this time.
