D.C. Couple Charged for Murder in Oxon Hill

Oxon Hill, MD — Two Washington, D.C., residents have been arrested and charged with murder in connection with a February shooting that left a 47-year-old Oxon Hill man dead, according to the Prince George’s County Police Department.

Investigators identified the suspects as Orlando Edwards, 20, and India Stroman, 21, both of Washington, D.C. The pair are charged in the fatal shooting of Ricardo Lee Vance, 47, of Oxon Hill, whose death sparked a homicide investigation earlier this year.

Victim Found Shot Outside Oxon Hill Road Location

According to Prince George’s County Police, officers responded at approximately 9:15 p.m. on February 3 to the 6100 block of Oxon Hill Road for a reported shooting.

When officers arrived, they found Vance outside suffering from a gunshot wound.

He was pronounced dead at the scene.

Detectives Used Multiple Investigative Methods

The Prince George’s County Police Department’s Homicide Unit launched an investigation and, through what officials described as various investigative techniques, identified Edwards and Stroman as suspects.

Detectives obtained arrest warrants charging both individuals in connection with the killing.

Members of the department’s Fugitive Unit, working as part of the U.S. Marshals Service Capital Area Regional Fugitive Task Force, located and arrested both suspects on Thursday.

Investigators Say Shooting Began With a Dispute

Edwards and Stroman have each been charged with:

  • First-degree murder
  • Second-degree murder
  • Related criminal charges

Both suspects are currently being held in the custody of the Department of Corrections.

The arrests represent a significant development in the homicide case nearly four months after the fatal shooting occurred. Investigators have not announced any additional suspects, and no further arrests have been disclosed.

The Prince George’s County Police Department continues to investigate the case and is asking anyone with information to come forward.
