VICTORIA, TX – A Cambodian national accused of fatally shooting a woman in Victoria has been captured following a multi-agency manhunt and is now facing a federal weapons charge, according to the U.S. Attorney’s Office for the Southern District of Texas.
Authorities say Savin Seng, 41, also known by the nickname “Two-Face,” was taken into custody less than a mile from the scene of the October 3 shooting in the Telferner community outside Victoria.
Seng, who federal officials say entered the United States illegally as a child and never held lawful status, is charged with unlawful possession of a firearm by a prohibited person.
Woman found dead at crime scene
According to the criminal complaint, officers responding to a residence in Telferner discovered a woman dead from a gunshot wound to the head. Investigators recovered a cell phone believed to belong to Seng, containing an image of him holding a Glock pistol with an extended magazine.
Court documents allege a witness identified Seng as the shooter before he fled the scene. When officers apprehended him, he was allegedly carrying a loaded Glock 17 handgun and a 31-round magazine.
Prior warrant for California homicide
Prosecutors say Seng was already wanted in Los Angeles County for a 2022 homicide and has a history of gang affiliation. Records show he was previously ordered removed from the United States in 2016 as an aggravated felon but was never deported.
Federal officials vow strict enforcement
“The presence of armed, illegal-alien gang members in our midst is a threat to public safety,” U.S. Attorney Nicholas J. Ganjei said in announcing the charges. “The Southern District of Texas is determined to remove each and every one of them from our streets.”
Facing up to 10 years in prison
If convicted, Seng faces up to 10 years in federal prison and a possible $250,000 fine.
The investigation is being led by Homeland Security Investigations (HSI) and Immigration and Customs Enforcement, with assistance from the Victoria County Sheriff’s Office and the Los Angeles Police Department.
