PHILADELPHIA — U.S. Immigration and Customs Enforcement arrested Julio Cesar Henao-Cordoba, a 38-year-old Colombian national wanted for aggravated rape of a child in Panama, outside his residence in State College on Thursday, federal officials confirmed.
Henao is the subject of an arrest warrant issued by Panamanian authorities on Sept. 2, 2020, in connection with the alleged rape of a minor. ICE’s Philadelphia Enforcement and Removal Operations carried out the arrest as part of ongoing efforts to locate and detain foreign fugitives residing unlawfully in the United States.
“The arrest of Julio Cesar Henao-Cordoba demonstrates ICE’s dedication to protecting the most vulnerable members of our communities — our children,” said acting Field Office Director Brian McShane of ICE ERO Philadelphia.
Henao initially entered the U.S. illegally near Eagle Pass, Texas, on May 26, 2022, where he was apprehended by U.S. Border Patrol. He was transferred to ICE custody the following day and paroled into the country through the agency’s alternatives to detention program.
He reported to ICE in York, Pennsylvania, on Aug. 23, 2022, and was issued a notice to appear in immigration court. He was later removed from the supervision program due to his residence being outside the tracking range.
ICE has not disclosed whether Henao will be extradited to Panama or removed through immigration proceedings.
