CHESAPEAKE, Va. – A shoplifting call at a Chesapeake business turned into a broader organized retail theft investigation after officers detained five people and linked the group to another theft from the previous day, according to the Chesapeake Police Department.
Officers responded Aug. 27 to a retail business in the 4200 block of Portsmouth Boulevard after loss prevention employees reported a group filling shopping carts with LEGO merchandise. Police said officers detained five suspects and recovered approximately $3,600 worth of merchandise.

Shoplifting Call Leads Police to Earlier Theft
Working with store loss prevention personnel, investigators determined the group was allegedly connected to a separate theft that occurred one day earlier in the Greenbrier area.
Police described that Aug. 26 incident as a $3,400 grand larceny.
The investigation did not end with the arrests at the store. Officers and detectives later obtained and executed a search warrant at a rental property in Chesapeake, where police said they found approximately $3,200 worth of additional LEGO merchandise.
Investigators also seized a vehicle and multiple cellphones from the property, according to the department.
Combined, the merchandise recovered or attributed to the two incidents totaled approximately $10,200, based on figures released by police.
“What started as a shoplifting-in-progress call on August 27, 2026 quickly developed into a much larger investigation,” the Chesapeake Police Department said.
Police Secure 27 Charges Against Four Suspects
Police said investigators ultimately secured 27 felony and misdemeanor charges against four suspects in connection with the two incidents.
The charges include conspiracy, grand larceny, larceny with intent to sell, failure to identify and contributing to the delinquency of a minor.
The department did not identify the four charged suspects in its announcement or provide a breakdown showing which charges were filed against each person. Although five people were initially detained, police said charges were secured against four suspects.
The announcement also did not disclose the age of the minor referenced in the charges.
Police characterized the case as an organized retail theft investigation, saying the initial response and subsequent investigative work uncovered activity extending beyond the original shoplifting call.
“This is a great example of how a quick response, proactive police work, and strong partnerships can uncover a much larger organized retail theft operation,” the department said.
Investigation Remains Active in Chesapeake
The case remains under investigation in consultation with the Chesapeake Commonwealth’s Attorney’s Office.
Police have not said whether additional arrests or charges are expected. The department also did not identify the retailers involved in either incident.
The allegations against the suspects have not been proven in court. Criminal charges are accusations, and the defendants are presumed innocent unless proven guilty.
Police say about $10,200 in merchandise was involved.
That figure includes approximately $3,600 recovered after the Aug. 27 call, $3,400 tied to the previous day’s alleged theft and another $3,200 recovered during the search.
Five suspects were initially detained, but four were charged.
Chesapeake Police said investigators secured 27 felony and misdemeanor charges against four suspects without publicly identifying them.
The investigation remains ongoing.
Detectives are continuing the case in consultation with the Chesapeake Commonwealth’s Attorney’s Office.
