New City, NY – A Monticello man will spend at least the next decade behind bars after being sentenced for repeatedly sexually abusing a child over a period spanning more than seven years in Rockland County.

Joel Deutsch, 35, was sentenced Wednesday by Rockland County Court Judge Kevin F. Russo to 10 years to life in state prison after pleading guilty earlier this year to multiple felony sex offenses involving a child.

Abuse occurred over seven-year period

According to the Rockland County District Attorney’s Office, Deutsch pleaded guilty on May 21 to Predatory Sexual Assault Against a Child, Course of Sexual Conduct Against a Child, and Rape in the Second Degree.

Prosecutors said the crimes occurred between February 2017 and June 2024 in the Village of Wesley Hills, where Deutsch repeatedly engaged in various sexual acts with the victim, including sexual intercourse, while the child was between 7 and 14 years old.

  • Defendant sentenced to 10 years to life in state prison.
  • Prosecutors sought the maximum sentence of 25 years to life.
  • Victim delivered a statement in court during sentencing.

The court also issued a full stay-away order of protection for the victim. Upon any future release from prison, Deutsch will be required to register as a sex offender.

Prosecutors say maximum sentence was warranted

Rockland County District Attorney Thomas E. Walsh II said his office had urged the court to impose the maximum sentence permitted under law because of the severity of the crimes.

“While this sentence ensures that the defendant serves at least the next decade in prison, my office is deeply disappointed that the Court imposed the minimum sentence allowed under the law,” Walsh said.

He added that the victim was prepared to testify against Deutsch but instead delivered a victim impact statement after the guilty plea eliminated the need for a trial.

“She is a testament to the courage and perseverance of victims who deserve justice,” Walsh said.

The investigation was conducted by the New York State Police.
