LANCASTER, PA- The Manheim Township Police Department arrested Bobby F. Hallager on Saturday morning after a criminal complaint was filed against him. Police said, “the victim reported that Hallager grabbed their neck with both hands, forcing them to the ground, and impeded their ability to breathe.” Hallager was taken to Lancaster County Prison, where he was released after posting $25,000 bail.
