TOMS RIVER-Moe’s Southwest Grill is opening a franchise in Toms River within the Toms River (Kohl’s) Shopping Center at 1 Route 37. The store is part of the company’s three store expansion in New Jersey which will also see restaurants in Hillsborough and Flemington.
