Ocean County Bookkeeper Pleads Guilty to $357k Theft

OCEAN COUNTY, NJ—Karly Simon-Sapp, a 50-year-old resident of Plumsted Township, has pleaded guilty to theft charges related to her role as a bookkeeper for the New Jersey Apartment Association. The plea was entered before the Honorable Kenneth T. Palmer, J.S.C., on May 13, 2024, as announced by Ocean County Prosecutor Bradley D. Billhimer.

The charges stem from an extensive investigation conducted by the Ocean County Prosecutor’s Office Economic Crime Squad and the Plumsted Township Police Department. Findings revealed that from January 2016 to January 2022, Simon-Sapp forged over 100 checks by replicating the signatures of the Association’s President and Vice-President. The checks, written out to either herself or to cash, were then deposited into her personal bank account, amounting to a total of $357,250.

Simon-Sapp used the embezzled funds for personal expenses. She was arrested at her home on July 10, 2023, by detectives from the Ocean County Prosecutor’s Office Economic Crime Squad and officers from the Plumsted Township Police Department.

During her sentencing scheduled for September 20, 2024, the State will seek a prison term of five years at New Jersey State Prison and restitution of the full amount stolen, $357,250. This case highlights significant issues of trust and accountability within professional settings.
