NEWARK, N.J. – U.S. Rep. Frank Pallone is publicly intervening in the case of Limamy Sesay, an ICE detainee recovering from major abdominal surgery, calling Sesay “my constituent” and accusing federal immigration authorities of restraining him and preventing visitors while he recovers.
Sesay underwent surgery last month to remove part of his colon. His abdomen now has a long stitched incision covered by grafted skin, along with a drainage tube and a colostomy bag he is expected to need for at least six months, according to the account provided about his medical condition.

“It’s another example of how ICE’s cruelty knows no bounds,” Pallone said. “Its agents target our neighbors, its detention centers are squalid and unlivable, and it subjects innocent people to terrible abuse—whether they’re on ICE property or shackled to a hospital bed.”
Pallone concluded with a direct demand: “We must dismantle Trump’s ICE.”
Those are Pallone’s allegations and characterization of Sesay’s treatment. The statement provided does not include an ICE response addressing the congressman’s claims.
Sesay Recovering From Major Abdominal Surgery
Sesay’s medical condition adds another dimension to the dispute over his detention.
He underwent surgery last month that removed part of his colon. The resulting incision runs down the middle of his abdomen and is being kept closed with grafted skin, according to the description of his condition.
A drainage tube also protrudes from his abdomen near a colostomy bag.
Sesay is expected to use the colostomy bag for at least six months.
Pallone alleges that despite that medical condition, Sesay is being restrained and denied visitors while recovering.
Why Pallone Calls an ICE Detainee His ‘Constituent’
Pallone’s use of the phrase “my constituent” is likely to attract attention, particularly in the politically charged debate surrounding immigration enforcement.
But the word constituent does not mean citizen.
Members of Congress represent geographic districts containing citizens, noncitizens, children and others who cannot vote. Congressional offices can consequently refer to district residents as constituents without suggesting that they are citizens or registered voters.
Calling Sesay a constituent therefore does not establish anything about his citizenship.
It would ordinarily indicate that Sesay resides, or resided before his detention, within the New Jersey congressional district Pallone represents.
There is also an important distinction between being held by ICE and being unlawfully present in the United States.
Pallone’s statement identifies Sesay as an ICE detainee but does not explain the immigration case against him. Without additional records, it would be inaccurate to conclude from the congressman’s post alone that Sesay entered the country illegally or otherwise lacks lawful immigration status.
Pallone Uses Sesay Case to Call for End of ICE
Pallone isn’t limiting his criticism to the circumstances surrounding Sesay.
His statement uses the case to make a much broader argument against ICE itself.
The congressman has previously criticized conditions at Delaney Hall in Newark and pressed federal officials over medical treatment and conditions inside immigration detention facilities.
With Sesay’s case, Pallone is again arguing that the treatment of individual detainees reflects a larger problem with the federal immigration enforcement system.
This time, however, his proposed solution goes beyond improving conditions or changing detention policies.
“We must dismantle Trump’s ICE,” Pallone said.
