Palm Beach County elections office theft leads to arrest after encrypted key stolen

Authorities say a stolen election training device raised security concerns before being recovered.

West Palm Beach, FL – A theft of sensitive computer equipment from the Palm Beach County Supervisor of Elections Office led to the arrest of a suspect after investigators recovered an encrypted access key and additional digital devices, according to the Palm Beach County Sheriff’s Office.

Detectives responded Friday, March 27, to the elections office at 4301 Cherry Road following a report that equipment had been stolen. The investigation traced the incident back to March 19, when volunteers were participating in a training session ahead of the March 24 election.

According to authorities, the suspect, identified as John Panicci, allegedly took an encrypted access key from a voter registration terminal during the training.

Investigation focused on potential security risks

Officials said the key was configured only for training databases, but investigators noted concerns that someone with technical knowledge could attempt to reverse engineer the encryption and use it in a voter registration kiosk for unauthorized purposes.

After identifying Panicci and establishing probable cause, detectives obtained both an arrest warrant and a residential search warrant.

Search warrant leads to arrest and recovery

On Saturday, March 28, deputies executed the search warrant at Panicci’s residence, where he was taken into custody without incident. During the search, investigators recovered the stolen access key along with a substantial quantity of electronic and digital storage devices.

Panicci was transported to the Palm Beach County Jail. Authorities have not released additional details about potential charges or whether further analysis of the seized devices is ongoing.
