Police records show Mo Hill candidate Quinlisk accused of assaulting disabled man, woman over paycheck dispute

TOMS RIVER – A police record on file in Monmouth County shows James Quinlisk, a candidate for council being supported by Toms River Mayor Maurice Hill and endorsed by the Toms River Jewish Community Council was charged for assaulting a handicapped man and a woman over a paycheck dispute at an Englishtown business.

Correction: An earlier version of this story has been edited as it stated “Quinlisk attacked the disabled woman”. It has been corrected to accurately reflect this was a double assault including a woman, who is not handicapped and second victim, a man who is.

Quinlisk, who installs stairlifts for the handicapped, according to his campaign biography arrived at the business and assaulted Ms. Frances Katz and a man at the business over a payment dispute. Chris McElwee, according to the report, a handicapped man was also assaulted during the ruckus with Quinlisk.

According to the report, Quinlisk assaulted the handicapped McElwee, of Toms River. McElwee told police Quinlisk entered the business of RJP Enterprises, a stairlift company that sold and installed chairlifts for the handicapped demanding his paycheck.

When Katz told Quinlisk that he wasn’t getting a check and advised him to contact an attorney. Quinlisk according to the report, began getting loud with the woman and the handicapped man and began grabbing checks out of the office drawer. The police report claims Quinlisk took and signed his own check. McElwee then tried to block Quinlisk from leaving with the stolen checks and he was shoved twice by the now Toms River council candidate.

On the way out of the business, Quinlisk closed his truck door on McElewee’s hand and sped away causing him injury. He was charged with Assault and Reckless Driving with probable cause by the Englishtown Police Department.

McElwee later contacted police and asked for a restraining order against Quinlisk but was ineligible due to state law, saying he was afraid of his attacker. The incident took place in October of 2002.

Quinlisk’s opponent in Toms River, Grace Pisocopo was disappointed in the report.

“This is not the type of person we need representing Toms River. I cannot believe that Mayor Mo Hill would endorse him by signing his petition,” Piscopo said.

We reached out to James Quinlisk for comment and did not receive a response. We reached out to Mo Hill’s new political club on Facebook and through email and have not received a response. We also reached out to Quinlisk shadow campaign manager consultant, Gregory McGuckin for comment. McGuckin also did not respond for comments.
