A 16-year-old boy is accused of stealing a gun and fatally shooting a woman after she declined to give him a ride. Bobby Grant Jackson Jr. faces a first-degree murder charge following the death of 30-year-old Rebecca Rivera on Thursday.

Police found Rivera dead from a gunshot wound at her mobile home shortly after 4 p.m. Family members discovered her body in the 1100 block of Broadway Street.

Jackson reportedly stole a handgun from a co-worker’s truck while working at a hospital renovation site earlier that day. He allegedly asked to use the restroom, but did not return for an extended period, prompting a co-worker to report his absence and the missing firearm to law enforcement.

Surveillance footage showed Jackson entering the truck and taking an item. Authorities learned he was living at a halfway house on probation for a prior armed robbery. An employee at the halfway house stated Jackson’s phone was tracked to a gas station located near the murder scene.

Neighbors reported seeing Jackson earlier in the day asking for a ride. Surveillance images confirmed he was in the trailer park after 12:40 p.m. Rivera was shot with a 9 mm handgun, matching the weapon Jackson is accused of taking from the worksite.

An initial arrest warrant was issued for second-degree murder. Jackson was taken into custody on Friday at a residence in Pocatello. Reports indicate he had no known relationship with Rivera.

Statements from witnesses revealed that Jackson asked Rivera for a ride, and upon her refusal, he returned to her trailer and shot her. He mentioned recognizing the victim and believing her siblings had a role in the death of his friend.

After further questioning, prosecutors upgraded Jackson’s charge to first-degree murder. Jackson is currently in custody at the 3B Detention Facility, held on a $1 million bond, with a court appearance scheduled for November 6.

Disturbing 911 calls reveal Whitley confessed to a friend shortly after the incident. He allegedly strangled Lowe, then FaceTimed a friend to show her body.

Lowe was beginning her career in nurse anesthesiology at Duke University Hospital after completing an ICU residency. Her stepmother, Teresa Lowe, expressed that the family’s heartbreak is immeasurable.

Teresa Lowe stated that her daughter quietly dated Whitley for several months. She indicated that Whitley may have exerted control over Lowe, leading to fear that prohibited her from seeking help.

Numerous women have since come forward to accuse Whitley of abuse stemming from previous relationships. In 2019, he received a suspended sentence of jail time and probation for assaulting a family member.

After allegedly killing Lowe, Whitley barricaded himself inside her residence and contacted friends. One acquaintance contacted authorities after claiming Whitley confessed to a crime and sent pictures.

Police reported a five-hour gap between Lowe’s death and Whitley’s communications with friends. An autopsy indicated that she died of strangulation around 5:30 a.m.

Emergency responders declared her dead at approximately 2:30 p.m. After being persuaded by family, Whitley eventually surrendered to law enforcement.

He is currently held without bail at the Durham County Detention Facility.

**DENVER, CO** – U.S. Immigration and Customs Enforcement (ICE) has deported Salvadoran national and fugitive Jose Eduardo Moran-Garcia, 28, to El Salvador. Moran is wanted in his home country on charges of aggravated homicide, forced displacement, unlawful groupings, and aggravated robbery.

Robert Guadian, Director of the ICE Enforcement and Removal Operations Denver Field Office, announced Moran’s successful extradition to El Salvador. The operation highlights the cooperation between the involved nations and law enforcement agencies to ensure that fugitives face justice.

Moran entered the U.S. at an undisclosed date and location without undergoing inspection by immigration officers. He was later arrested on October 16, 2023, in Whittier, California, and detained at the Denver Contract Detention Facility in Aurora, Colorado, until his removal.
