HANOVER, MD – A Severn man was arrested Thursday morning after police found him asleep behind the wheel of a vehicle stopped in a traffic lane along Annapolis Road, authorities said.

Officers from the Western District responded around 8 a.m. on Nov. 27 to the intersection of Annapolis Road and Ridge Road, where they discovered the driver showing signs of alcohol impairment.

During a search, police recovered a loaded, unserialized 9mm Polymer 80 handgun hidden beneath the driver’s seat.

The driver, identified as 32-year-old Rudy Angel Orellana Garay of Severn, was taken into custody without incident.

Unserialized firearm leads to weapons charge

According to police, Garay faces multiple charges related to firearm possession and impairment. The handgun, described as a “ghost gun,” lacked a serial number and was fully loaded at the time of recovery.

Authorities said the case highlights continuing concerns over the presence of untraceable weapons in the region and their connection to impaired driving incidents.

Investigation remains active

Police did not report any injuries or property damage at the scene. The vehicle was towed, and the firearm was seized as evidence.

Garay was processed and charged in connection with the weapons violation.
