BEL AIR, Md. — A small lottery purchase quickly snowballed into a life-changing moment after a Bel Air retiree turned a simple win into something much bigger.

It started with a $5 scratch-off that brought in a modest $20 prize.

Instead of stopping there, he decided to roll the winnings into another ticket — a FAST PLAY game he didn’t usually play.
