Man pulls gun during parking ticket dispute then tracks down worker in DC
WASHINGTON, DC — A Maryland man has been arrested after allegedly pulling a gun on a city worker during a heated dispute over a parking ticket in Southeast D.C., police said.
The incident happened around 1:27 p.m. on March 10 in the 700 block of 8th Street Southeast.
Authorities said the suspect became enraged after his vehicle was ticketed and confronted a Department of Public Works employee, attempting to start a fight.
Police say the suspect then retrieved a firearm from his vehicle and followed the worker, making threats and trying to block his path before fleeing the scene.

The following day, U.S. Park Police located and arrested 36-year-old David Joshua Willoughby of Capitol Heights, Maryland.
He has been charged with felony threats while armed.
