Two Women Arrested in Sex Trafficking Probe of Maryland Massage Parlors

April 16, 2024

Montgomery County, MD – Detectives from the Montgomery County Police Department’s Vice and Intelligence Unit have arrested two women on prostitution-related charges following a six-month investigation into illicit activities at several massage parlors. Chang Liu, 34, of Columbia, Maryland, and Yinlian Wu, 50, of Philadelphia, Pennsylvania, were taken into custody on Wednesday, March 6.

The probe revealed that Liu owned establishments in Montgomery County, Anne Arundel County, and the City of Laurel, Maryland, where illegal sex acts were exchanged for money. The investigation began in October 2023 at the Elegant Spa located on Metropolitan Avenue in Kensington, Maryland, after suspicions of prostitution and sex trafficking surfaced. Detectives observed a high volume of male clientele and gathered multiple confessions of unlawful activities.

During a March 6 operation, authorities executed a search and seizure warrant at Elegant Spa. Liu was arrested onsite, while Wu was apprehended for attempting to bribe a Health and Human Services inspector during a prior inspection. Both face multiple charges, including sex trafficking and prostitution. Authorities are urging other potential victims to come forward.
