STAFFORD, VA — What was initially believed to be a hit-and-run turned out to be vandalism after a vehicle was found heavily damaged outside a local restaurant.
Deputy D.S. Jett responded to the El Gran Charro parking lot on Richmond Highway at 7:35 p.m. on January 15. The vehicle owner reported finding damage to the front passenger-side quarter panel and hood.
