Suspects surrendered weeks after alleged theft at Route 35 retail store
Wall Township, NJ – Two women have been charged in connection with a shoplifting incident at a Wall Township beauty store earlier this year, with both suspects turning themselves in more than a month after the alleged theft.
Police say the incident occurred Thursday, February 12, when officers responded to Ulta Beauty on State Highway 35 for a report of stolen merchandise. Investigators determined that multiple beauty items had been taken from the store.
The case was initially handled by Patrolman Trent Powers before being assigned to the department’s Detective Bureau. A follow-up investigation led by Detective Tyler Driscoll resulted in the identification of two suspects: Cecilia Milagros Pino-Arroyo, 39, of Union City, and Rocio Ortiz, 58, of Elizabeth.

Both Pino-Arroyo and Ortiz were charged with shoplifting, and criminal complaints and warrants were entered into the National Crime Information Center database, according to police.
On March 23, the two women surrendered to the Wall Township Police Department. Authorities said they were processed and transported to the Monmouth County Correctional Institution.

Police credited the coordinated efforts between patrol officers and detectives in advancing the case from initial response to identification and arrest. No additional details about the value of the stolen items were released.
Authorities noted that all defendants are presumed innocent unless proven guilty in a court of law.
