Rockland County’s “Operation Clean Streets” Nets Seven Arrests for Narcotics Sales

ROCKLAND COUNTY, NY — A months-long investigation by the Rockland County District Attorney’s Office Drug Task Force has culminated in the arrest of seven county residents on various drug charges. The arrested individuals are accused of selling cocaine, fentanyl, and prescription pills across multiple municipalities, including the Village of Spring Valley, Town of Clarkstown, and the Town and Village of Haverstraw.

District Attorney Thomas E. Walsh II announced the operation, dubbed “Operation Clean Streets,” and the resulting arrests today. Those taken into custody are:

  • Edwin Salazar Ramirez, 23, of Spring Valley, faces two counts each of Criminal Possession of a Controlled Substance in the Third Degree and Criminal Sale of a Controlled Substance in the Third Degree.
  • Oscar Palencia Lopez, 19, also of Spring Valley, is charged with three counts each of Criminal Possession of a Controlled Substance in the Third Degree and Criminal Sale of a Controlled Substance in the Third Degree.
  • Carlos Valle Cazares, 37, of Nanuet, faces four counts each of Criminal Possession of a Controlled Substance in the Third Degree and Criminal Sale of a Controlled Substance in the Third Degree.
  • Refar Maisonneuve, 37, also of Nanuet, is charged with two counts each of Criminal Possession of a Controlled Substance in the Third Degree and Criminal Sale of a Controlled Substance in the Third Degree.
  • Rafael Olivo, 59, of Stony Point, faces two counts each of Criminal Possession of a Controlled Substance in the Fifth Degree and Criminal Sale of a Controlled Substance in the Fifth Degree.
  • Danielle Logan, 38, of Congers, is charged with two counts each of Criminal Possession of Controlled Substance in the Fifth Degree and Criminal Sale of a Controlled Substance in the Fifth Degree.
  • James Valle, 26, of Nyack, faces four counts each of Criminal Possession of a Controlled Substance in the Third Degree and Criminal Sale of a Controlled Substance in the Third Degree.

This announcement follows earlier reports that the Drug Task Force, in collaboration with local, state, and federal agencies, recovered over 100 pounds of narcotics — including cocaine, crack cocaine, fentanyl, heroin, and oxycodone — with an estimated street value of $4 million from a Bronx pizzeria last week.


Authorities state that today’s arrests are part of the ongoing efforts by the Rockland County District Attorney’s Office to combat drug trafficking in the area.
