Arrest Made in Baltimore Shooting Investigation

BALTIMORE, MD – In a significant development, Baltimore Police Department announced the arrest of 39-year-old Brandon Fullard on Jan. 5, in connection with a shooting incident that occurred last year. The arrest took place around 3:50 p.m. in Baltimore.

Fullard is suspected in the shooting of 31-year-old Brian Richardson, which took place on Nov. 12, 2023, in the 3300 block of Garrison Boulevard. Richardson suffered a gunshot wound in the incident and was subsequently hospitalized.

Following the arrest, detectives transported Fullard to the Central Booking Intake Facility. He faces charges of 1st degree murder among other accusations.


The initial response to the shooting on Nov. 12, 2023, involved officers arriving at the scene around 2:02 p.m. after receiving reports of the incident. Richardson, found injured, received immediate medical attention.

The Northwest District Shooting detectives took over the investigation, which eventually led to Fullard’s arrest. The police department continues to seek information from the public regarding this case and encourages anyone with knowledge to come forward.
