Authorities determined Frater had violated the terms of his U.S. admission after entering the country on or about July 11, 2022. ICE located him in the Federal Correctional Institution in Ray Brook, New York, and processed his removal based on his noncitizen status and conviction.

ICE transferred Frater through the Ogdensburg, New York – Prescott, Ontario port of entry, where Canadian officials took custody.
