Toms River, NJ – The Ocean County Board of Commissioners this week recognized five veteran county employees whose combined public service spans more than 170 years, marking the end of careers that shaped local government and the county’s parks system for generations.
The board’s resolutions honored each retiree for decades of commitment to the residents of Ocean County.
Commissioners praised the group during a public meeting in Toms River, thanking them for their professionalism and for helping guide the growth of county operations over nearly five decades.
The longest-serving of the honorees, Jeffrey J. Graff, retires after 47 years with the Ocean County Parks and Recreation Department, where he helped maintain and expand some of the county’s most visited open spaces.
Decades of dedication to Ocean County
Patricia L. Burke was recognized for 25 years of service to the County of Ocean. County officials cited her reliability and institutional knowledge, calling her a key part of day-to-day government operations.
Michelle L. Pullen and Paul T. Toth were each honored for their careers in the Ocean County Parks and Recreation Department—27 and 33 years respectively—during which they helped oversee programs, events, and park maintenance that served thousands of county residents each year.
Patricia G. Wright, a 41-year veteran of the same department, received a standing ovation from the commissioners for her longevity and dedication. Her tenure covered a period of major expansion within the parks system, including the development of several nature preserves and recreational facilities.
Commissioners also presented a resolution to Jeffrey J. Graff, the longest-tenured of the retirees. Graff’s 47-year career made him one of the most experienced parks employees in county history. Colleagues credited him with mentoring younger staff and maintaining high standards of safety and service throughout his career.
During the ceremony, commissioners emphasized that the retirees’ contributions went beyond their official duties. Several spoke of their leadership, institutional memory, and personal commitment to public service.
