Maryland woman charged with involuntary manslaughter in fatal pedestrian collision

WASHINGTON, D.C. — A Maryland woman has been arrested in connection with a hit-and-run crash that killed a pedestrian in Foggy Bottom, more than three months after investigators say she struck the victim in a crosswalk and drove away.

The Metropolitan Police Department announced the arrest Friday following an investigation into the April 18 fatal crash at the intersection of 23rd Street and L Street NW.

Police identified the victim as 61-year-old Dawn Ciccone of Northwest DC.

According to investigators, Ciccone was crossing L Street in a marked crosswalk at about 11:11 a.m. when a 2026 Jeep Wrangler traveling southbound on 23rd Street passed vehicles waiting to turn left and made an illegal left turn from the middle lane.

The Jeep struck Ciccone and fled the scene without stopping, police said.

Ciccone was transported to a local hospital by DC Fire and EMS, where she later died from her injuries.

On Monday, members of the Capital Area Regional Fugitive Task Force arrested 34-year-old Shaneia Gregnesia Lincoln of Upper Marlboro, Maryland, on a DC Superior Court arrest warrant.

Following the investigation, Lincoln was charged with involuntary manslaughter.
