TOMS RIVER, NJ – A Lakewood man has been charged by the Toms River Police Department for allegedly taking his newborn infant from their mother, according to Toms River Police officials. The woman and baby reside in the Hampton Gardens Apartment complex on James Street. The father, Rizjoun Smullen has been charged with Harassment, Criminal Mischief, Domestic Violence and Possession of Marijuana. He was lodged in the Ocean County Jail where he remained as of this posting. The baby was recovered in Brick Township.
