Philadelphia, PA – A federal court has expanded a consolidated set of civil rights lawsuits against the City of Philadelphia, adding several new plaintiffs to an already broad group of cases alleging misconduct by city officials.
The consolidated litigation now includes claims brought by more than a dozen individuals, with cases filed between 2019 and 2025. Newly listed plaintiffs include Curtis Kingwood, Ronald Thomas, Donta Regusters, and Corey Gibbs, joining earlier filings by Sherman McCoy, Jamaal Simmons, James Frazier, Darnell Powell, Arkel Garcia, Marvin Hill, Rafiq Dixon, and Dwayne Handy.

The cases are being handled in the U.S. District Court for the Eastern District of Pennsylvania, with Civil Action No. 21-1458 designated as the lead case.
