Newark, NJ – The U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Newark office announced the arrest of a fugitive from the Dominican Republic who is wanted in Spain on charges of sexual assault involving a minor.
ICE officials said that officers took Joel Carmona Roa into custody on January 11, 2026. Carmona Roa, who is unlawfully present in the United States, was detained as part of an international fugitive operation in coordination with foreign law enforcement authorities.
He remains in ICE custody pending removal proceedings.

Authorities said ERO Newark continues to work closely with international partners to locate and apprehend foreign fugitives who pose a threat to public safety and ensure their removal from the United States.
