Jackson Township, NJ – Landlords in Jackson will soon face tougher rules as the township launches a new Bureau of Housing Rentals, a unit created to enforce rental ordinances better and oversee the township’s growing number of rental units.
The Township Council passed the ordinance this summer, establishing the bureau and significantly tightening landlord registration requirements. Officials estimate up to $250,000 will be spent on expanded enforcement in 2026, but stress that none of the cost will fall on taxpayers. Instead, the program will be fully funded through landlord registration fees and fines.
Under the ordinance, all rental properties—except owner-occupied two-family homes—must undergo inspections at least once a year and before each new tenant moves in. Landlords must secure a certificate of occupancy before renting, with a $100 fee per inspection.
To streamline the process, Jackson will implement an inspection calendar, scheduling properties month by month according to street initials, starting with “A” and “B” in January and ending with “X,” “Y,” “Z,” and numbered streets in December.
Annual registration fees will also rise sharply. The current $125 charge will increase to $225 per property beginning January 1, 2026.
Landlords must now submit detailed paperwork when registering, including ownership information, managing agent and mortgage holder contacts, tenant lists, floor plans, background check status, copies of leases and deeds, and valid identification. While tenant data will be collected, officials said it will remain confidential.
Penalties for failing to comply are steep. Landlords who block inspections will be fined $250 per day, while those who fail to register face escalating fines: $500 for the first offense, $750 for the second, and $1,000 for each subsequent violation. Properties will also be barred from registration if municipal taxes or fees are not paid in full.
The township council said the new bureau is designed to increase safety and accountability in Jackson’s rental market while ensuring consistent enforcement across the township.
