TOMS RIVER, N.J. — A man has been incarcerated in Ocean County after being charged with failing to notify law enforcement of an address change, a requirement under New Jersey’s sex offender registration laws.

Noel Angle Pacheco, 29, was committed to custody on Thursday and is being held without bail, according to Ocean County jail records.
