PARSIPPANY, N.J. — Mayor James R. Barberio and Chief of Police Richard Pantina presided over a promotional ceremony honoring six Parsippany Police Department officers for their career advancements and service to the community.

Sergeant Thomas Lesiak and Sergeant Earl Kinsey were both promoted to the rank of Lieutenant. Lesiak, a 23-year veteran of the Parsippany Police Department and former Harrison officer, brings 13½ years of supervisory experience and currently serves as a firearms instructor. Kinsey, with over 21 years in Parsippany following his service in Rahway, has worked in both Patrol and Support Services and serves as an EMT Liaison.

Patrolman Ryan Taylor, Detective Gregory Bloete, Patrolman James Seeger, and Detective John Keiling were each promoted to the rank of Sergeant. All four officers bring a range of specialized training and prior experience to their new supervisory roles.

Sgt. Taylor has over nine years of experience and is currently completing his degree in Criminology at Farleigh Dickinson University. Sgt. Bloete, a Marine Corps veteran and former corrections officer, has spent the last four years as a School Resource Officer. Sgt. Seeger, a 14-year U.S. Army veteran, serves as a crash investigator and firearms instructor. Sgt. Keiling, a U.S. Air Force veteran, has a background with the Department of Defense and currently serves as an arson investigator.

The promotions reflect the department’s ongoing commitment to professional development and recognition of service within its ranks.
