Three Charged for Multi Ulta Store Robberies in Maryland

Annapolis, MD – The Anne Arundel County Police Department announced the arrest of three individuals linked to an organized retail theft group targeting Ulta stores for luxury fragrances. The thefts occurred across various jurisdictions from August to March 2025, with robbers stealing high-end fragrances before police arrived.

In cooperation with several regional police departments, the Anne Arundel County Police identified and dismantled the group responsible. The crime spree caused approximately $190,000 in losses, underscoring the significance of regional collaboration against organized retail crime.

The incidents in Anne Arundel County alone resulted in about $107,000 in damages. Detectives pinpointed several vehicles involved in these thefts and, on March 24, 2025, around 5:00 p.m., secured a suspect vehicle in the Annapolis Mall parking garage leading to the arrests.

Arrested were Damari Cousar, 21, and Rasaan Washington, 28, both from Washington D.C., along with a 17-year-old juvenile. All face various charges, and authorities urge anyone with further information to contact the relevant police departments.
