Jackson Township Passes E-Bike Safety Ordinance, Here’s What Residents Need to Know

JACKSON, N.J. – The Jackson Township Council held a public hearing Thursday, February 28, on a new ordinance aimed at safety and regulating low-speed electric bicycles and motorized bicycles within the township. The measure, which establishes Chapter 432 of the Township Code, was introduced on February 11 and sets rules for the operation, registration, and enforcement of e-bike usage.


Council President Jennifer Kuhn said, “As more people begin using e-bikes as a method of transportation in Jackson, we have to make sure safety to the e-bike riders and cars on the road is our number one priority.  This ordinance ensures safety and compliance for all.”


Council Vice President Mordechai Burnstein said, “Lots of young adults and teens are out there on e-bikes, we need to make sure they’re safe, they know the rules and that they follow the rules.  We want to make sure everyone is safe on our roads and make sure everyone is aware of, and follows the rules.”

The measure was approved by a 5-0 vote by the council.

What is defined as an e-bike

The ordinance defines low-speed electric bicycles according to state law, differentiating between Class 1 and Class 2 e-bikes. It also establishes operational guidelines, including adherence to traffic laws, required safety equipment, and restrictions on sidewalk riding for those over the age of 14.

New Rules

Riders under 17 must wear helmets, and all e-bikes must be equipped with front and rear lights for nighttime use. Audible warning devices, such as bells, are required but sirens and whistles are prohibited. Reckless riding, including allowing passengers without proper seating or hitching onto vehicles, is also banned.

E-bikes and motorized bicycles are prohibited from township-owned property and recreation areas, except for permitted events or mobility aids for individuals with disabilities. Toy electric vehicles, such as those designed for toddlers with speeds under 3 mph, are exempt.


Motorized bicycles, which include pedal bicycles with small gas or electric motors capable of speeds over 20 mph, must be registered, insured, and operated by licensed drivers in accordance with New Jersey law. Helmets are mandatory for all operators, regardless of age.

Registration Required

The ordinance requires all low-speed electric bicycles to be registered with the Township Clerk’s Office, though there is no fee for registration. Failure to comply will result in penalties, with fines starting at $100 for a first offense and increasing to $500 for subsequent violations.

The Jackson Township Police Department will be responsible for enforcing the ordinance and has the authority to establish additional safety regulations as needed.
