HENDERSONVILLE, NC – A two-day statewide enforcement effort led to the arrest of eight registered sex offenders accused of violating supervision and registry laws, officials announced Wednesday.
The Henderson County Sheriff’s Office said the arrests were part of Operation Fowl Play, conducted November 24 and 25 in cooperation with the North Carolina Department of Adult Corrections.
The operation focused on monitoring registered sex offenders currently on supervised probation or parole to ensure compliance with state reporting and registration requirements.
Sheriff Lowell Griffin said the initiative resulted in multiple charges for offenders who failed to update their online identifiers or adhere to probation and parole conditions.
Eight offenders charged with registration and supervision violations
Those arrested include Darryl Lenard Armand Sr., Shonda Beheler, Matthew Blumm, Andrew Brock, Paul Hespelt, Michael McGrade, Brandon Miller, and Johnny Rowe.
Charges range from failure to register online identifiers as required by law to probation and parole violations. Several individuals faced multiple counts of failing to comply with registration statutes.
North Carolina law requires strict offender reporting
Under state law, registered offenders must report any new or modified online identifiers, addresses, or changes in employment or education directly to the sheriff’s office in their county of residence.
Officials said the failure to do so constitutes a criminal offense under North Carolina General Statute 14-208.11, which governs sex offender registration compliance.

The Henderson County Sheriff’s Office said it remains committed to monitoring offenders and protecting the public from repeat violations. Sheriff Griffin thanked state partners for assisting in the operation’s planning and execution.
