Murphy era winds down as NJ Assembly races to vote on 150 bills before year’s end

TRENTON, N.J. – The New Jersey Assembly is holding one of its busiest legislative sessions in recent memory today, with more than 150 bills on the agenda as Governor Phil Murphy’s second and final term nears its close. Lawmakers began convening early in Trenton to consider a mix of healthcare, housing, education, and public safety measures that could shape the state’s policy landscape long after Murphy leaves office.

The sweeping docket includes proposals touching nearly every corner of state government — from transportation safety and human trafficking prevention to environmental regulation and affordable housing. Several measures focus on social services and healthcare reform, including A5052, which mandates insurance coverage for children’s behavioral health treatment, and A4838, requiring prescription drug coverage for serious mental illnesses without prior authorization barriers.

Veterans’ issues are also prominent, with bills like A1131 ensuring proper handling of unclaimed veteran cremains and A2138 directing the Department of Veterans Affairs to create a mobile app connecting veterans and their families to available resources. Another measure, A5307, seeks to fund veteran suicide prevention campaigns through voluntary public contributions.

Environmental and infrastructure priorities feature heavily in the year-end session. A1421, known as the “Protecting Against Forever Chemicals Act,” would impose stricter rules on PFAS contamination, while several related bills appropriate tens of millions of dollars for conservation, clean water, and historic preservation projects. Those include A6273, A6274, and A6275, which together allocate more than $115 million from dedicated environmental funds.

Lawmakers are also poised to vote on A4051, which would ban the retail sale of cats, dogs, and rabbits in pet shops, effectively repealing the state’s “Pet Purchase Protection Act.” Public safety is another focal point, with measures such as A4175 tightening rules on police use of force and A3789 expanding criminal liability in firearms trafficking.

In education, the Assembly will take up A3864, calling for a statewide employment web portal for educators, and A2255, requiring regular staff training to assist students with epilepsy and seizure disorders. A separate bill, A3882, would require cosmetology programs to train students to work with textured hair, aligning the state’s licensing standards with broader diversity and equity efforts.

Despite the flurry of legislation, critics, including Sussex County Assemblywoman Dawn Fantasia, have voiced frustration with the pace and process. “Most surprising is how prior public testimony heard in committee is rarely considered to improve or alter bills,” she said on social media, adding that few proposals address tax relief or affordability — issues that continue to dominate voter concerns.

The session, which includes several Senate companion bills, will mark one of the final large-scale legislative pushes of Murphy’s administration. Any measures that pass both chambers will head to the governor’s desk in the coming days, setting up a final round of signings and potential vetoes before a new administration takes office in January.

As Governor Murphy’s tenure nears its end, the New Jersey Assembly is pushing through a packed agenda of more than 150 bills that could define the state’s next political chapter.
