New York, NY – Mayor Zohran Mamdani on Monday announced his administration will move forward with Just Home, a supportive housing project on the campus of NYC Health + Hospitals/Jacobi that had been halted by the previous mayoral administration despite receiving required approvals.
The project will convert an underutilized building on the Bronx hospital campus into 83 apartments of 100 percent affordable housing for formerly incarcerated New Yorkers with complex medical needs. City officials said the development will be operated under the Justice-Involved Supportive Housing initiative, an evidence-based model designed to reduce recidivism, shelter use, and emergency medical care.
The Fortune Society will serve as both developer and service provider for the project. Residents will receive on-site supportive services, including clinical care and peer support, while coordinating outpatient treatment with medical providers at Jacobi Hospital located nearby.
Just Home had previously been approved by the NYC Health + Hospitals Board of Directors in 2024 and by the New York City Council in September 2025, but the former administration announced it would not advance the project. Mamdani’s decision reverses that position and recommits city agencies to implementation.
City officials also announced that the Health Department will release an updated Request for Proposals later this week as part of the Justice-Involved Supportive Housing program, aiming to create up to 190 additional supportive housing units. Combined with Just Home, the administration said the effort would bring the city’s total pipeline of supportive housing for justice-involved New Yorkers to more than 350 units.
The project is also tied to NYC Health + Hospitals’ Housing for Health initiative, which connects homeless patients with housing resources. In 2025, the program served nearly 1,600 individuals, placing more than 600 people into housing and providing medical respite services to hundreds more, according to city data.
Administration officials said the initiative aligns housing development with public health and reentry goals, particularly for individuals leaving Rikers Island who require ongoing medical care and stable housing.
