Manchester Man Pleads Guilty to Three Cocaine Distribution Cases Across Ocean County

Tariki Foster admitted to multiple cocaine distribution offenses stemming from separate investigations in Manchester Township and Toms River, with prosecutors seeking an 18-year state prison sentence.

Toms River, NJ – A Manchester Township man has pleaded guilty to three separate cocaine distribution offenses uncovered during narcotics investigations spanning several months in Ocean County, Prosecutor Bradley D. Billhimer announced.

Tariki Foster, 41, entered guilty pleas on July 20 before Superior Court Judge Kenneth T. Palmer to possession of five ounces or more of cocaine with intent to distribute, distribution of cocaine, and possession of more than one-half ounce but less than five ounces of cocaine with intent to distribute.

Prosecutors said they will seek concurrent prison sentences totaling 18 years when Foster is sentenced on Sept. 4.

More than 10 ounces of cocaine seized

The most serious charge stems from a June 6, 2025, investigation in which detectives with the New Jersey State Police executed a court-authorized search warrant at a Toms River residence investigators said Foster used to store and distribute cocaine.

Authorities seized more than 10 ounces of cocaine during the search and arrested Foster without incident.

He was charged and later released under New Jersey’s bail reform law.

Undercover investigations led to additional charges

In a separate investigation on July 17, 2025, detectives with the Toms River Township Police Department observed what they believed was a cocaine transaction involving Foster and two people inside a white Jeep.

After stopping the vehicle, detectives recovered approximately 2½ grams of cocaine from its occupants. Investigators later determined Foster had allegedly sold the drugs and arrested him at a convenience store in Toms River.

He was again released pending trial under New Jersey’s bail reform system.

Multi-agency probe uncovered additional drugs

A third investigation conducted by the Ocean County Prosecutor’s Office Narcotics Strike Force, the DEA HIDTA Group 5, and several local law enforcement agencies identified Foster and Joseph Broxmeyer, 58, of Jackson Township, as suspected cocaine and methamphetamine distributors.

On Sept. 19, 2025, the Ocean County Regional SWAT Team executed search warrants at a storage facility in Brick Township and residences in Toms River and Jackson.

Detectives recovered cocaine, methamphetamine, MDMA, drug paraphernalia, and nearly $5,170 in cash.

Foster was arrested at the Toms River residence and has remained in the Ocean County Jail since Sept. 19, 2025.

Broxmeyer was also charged in the investigation. His case remains pending, and the charges against him are merely accusations unless and until proven guilty in court.

Billhimer credited Supervising Assistant Prosecutor Kaitlyn Burke, Assistant Prosecutor Alec DeBari, the Ocean County Prosecutor’s Office Narcotics Strike Force, the DEA High Intensity Drug Trafficking Areas Group 5, the New Jersey State Police, and numerous local law enforcement agencies for their work on the investigations.

“The collaborative efforts of these agencies led to Foster’s guilty pleas — and soon his state prison sentence,” Billhimer said.
