Arsonist Charged with Murder in Deadly Kensington Fire

In a heartbreaking turn of events, a fire in Philadelphia’s 24th District claimed the life of 66-year-old Evelyn Payne early Friday morning, August 23, 2024. The fire erupted on the 1800 block of East Russell Street, turning a quiet neighborhood into a scene of chaos and devastation.

At around 4:32 AM, first responders, including officers from the 24th District and members of the Philadelphia Fire Department, arrived on the scene to find several people trapped on the roof of the burning home. Firefighters acted swiftly, rescuing the trapped family members, who delivered the chilling news that their mother was still inside.

Tragically, firefighters later found Payne unresponsive in a second-floor bedroom, and despite their best efforts, she was pronounced dead at the scene just before 5:30 AM.

The fire didn’t stop at Payne’s residence; it quickly spread to neighboring homes, leaving behind a trail of destruction and displacing several families. Amidst the chaos, authorities apprehended a suspect at the scene—38-year-old Shadeek McDowell. McDowell has since been charged with a slew of serious offenses, including Murder, Arson, and multiple counts of Aggravated and Simple Assault.
