Court throws out claims tied to 2020 arrest and hospital transport incident

New York, NY – A federal judge has dismissed a sprawling civil rights lawsuit filed against the City of New York, NYPD officers, and multiple other defendants stemming from a 2020 arrest and hospital transport in Manhattan.

In an opinion and order, U.S. District Judge Edgardo Ramos granted a motion to dismiss the case, ruling that the plaintiff’s second amended complaint failed to meet legal standards. The court also dismissed claims against additional defendants on its own motion.

The lawsuit was brought by Ali Alexander Moore, who named numerous defendants including the NYPD, individual officers, Mount Sinai Health System, Columbia University, and federal entities.

Judge Ramos wrote, “For the reasons set forth below, the motion is GRANTED, and the Court dismisses Moore’s claims against other Defendants sua sponte.”

The court noted that the complaint did not present a clear or coherent narrative, complicating the legal analysis. The allegations centered on an incident on February 11, 2020, when police responded to Moore’s apartment in Morningside Heights after being contacted by his mother.

According to the filing, Moore alleged officers entered his apartment, handcuffed him, and transported him to Mount Sinai St. Luke’s Hospital, where he was evaluated by medical staff before being released.

Allegations deemed insufficient under legal standards

The court evaluated the claims under federal rules governing the sufficiency of pleadings, concluding that the allegations did not meet the required threshold to proceed.

The ruling effectively ends the case at the district court level unless further action is taken by the plaintiff.
