HIGH POINT, NC — A woman convicted of sexually abusing a middle-school-aged boy is now at the center of an immigration enforcement case, as federal officials ask a North Carolina jail to transfer her into custody for possible deportation. Rebeca Fratila-Ilies, a Romanian national and lawful permanent resident, remains jailed following a probation violation arrest while Immigration and Customs Enforcement pursues her removal.
Fratila-Ilies was taken into custody on March 12, 2025, by local authorities in Guilford County. On April 17, ICE formally lodged a detainer, requesting that the sheriff’s office hold her for federal pickup rather than release her back into the community.
Conviction and Early Release Preceded Arrest
Fratila-Ilies had previously been convicted in Staunton, Virginia, of two counts of carnal knowledge of a child and statutory rape. She received a 10-year prison sentence but was released early, according to federal officials.
Her arrest in North Carolina stems from an alleged probation violation tied to that case. The Guilford County Sheriff’s Office notified ICE Charlotte after taking her into custody, triggering the federal detainer request.
Immigration Status Under Scrutiny
Although Fratila-Ilies held lawful permanent resident status, ICE officials say that status is now in question. According to the agency, her residency was tied to her mother’s asylum application, which was later determined to be fraudulent.
An immigration judge initially ordered her removed from the United States in 2017 when she failed to appear in court. That order was later challenged, and in 2022 she was granted relief from removal—before her criminal convictions occurred.
ICE officials now argue that her convictions for sex crimes against a minor make her eligible for removal under federal immigration law.
