SYRACUSE, N.Y. — Lockheed Martin Rotary and Mission Systems has been awarded a $551 million contract to provide engineering, technical support, and production of AN/BLQ-10 electronic warfare systems for U.S. Navy submarines, the Department of Defense announced.

The indefinite-delivery/indefinite-quantity contract, which includes cost-plus-incentive-fee, fixed-price incentive, and firm-fixed-price components, supports both new-construction and in-service submarines. If all options are exercised, the contract’s total value could reach $1.36 billion.

Work will be performed in Syracuse and is expected to be completed by January 2030. The Navy has obligated $2 million in Fiscal Year 2025 shipbuilding and conversion funds to initiate engineering efforts, with the funds remaining available beyond the current fiscal year.

The contract was competitively procured through the System for Award Management (SAM.gov), with Lockheed Martin submitting the sole bid. The Naval Sea Systems Command in Washington, D.C., is overseeing the contracting process.

The AN/BLQ-10 system enhances the Navy’s undersea warfare capabilities by providing advanced electronic warfare and signal intelligence for submarine operations.
