COLUMBUS, Ohio — Two Ohio lawmakers have introduced a controversial bill that would fine men up to $10,000 per ejaculation if it is not intended for conception, in an effort to highlight what they call the hypocrisy of legislation regulating women’s reproductive rights.
The bill, titled “The Conception Begins at Erection Act,” was introduced by Democratic state representatives Anita Somani and Tristan Rade. It would make it a felony for men to engage in unprotected sex without the intent of impregnating their partner.
Under the proposed law, first-time offenders would face a $1,000 fine, with penalties increasing to $5,000 for a second offense and $10,000 for any subsequent violations. The legislation includes exemptions for members of the LGBTQ community, sperm donation, and masturbation.
The lawmakers say the bill is not meant to be a serious attempt at regulation but rather a response to restrictive laws on women’s reproductive health. “The point is to call out the hypocrisy of bills that regulate women’s bodies,” they stated.
The proposal has sparked debate, with critics dismissing it as political theater while supporters argue it effectively draws attention to reproductive rights issues.
