Old Bridge, NJ – Middlesex County Prosecutor Yolanda Ciccone and Old Bridge Police Chief Thomas J. Montagna announced the sentencing of an Old Bridge couple for their involvement in unlicensed medical practice and sexual assaults. The sentences were handed down on July 9, 2024, following incidents that occurred in July 2022.
Orger Sibaja-Bolanos, 67, and his wife, Rosa Perez, 64, were found to have operated an illegal medical practice out of their residence. An investigation led by Detective Jessica Caffey of the Old Bridge Police Department began after an adult female victim reported being sexually assaulted by Sibaja-Bolanos, who posed as a doctor and administered injections during the assault.
Sibaja-Bolanos was initially arrested and charged with second-degree sexual assault, third-degree aggravated assault, and third-degree unlicensed practice of medicine. A second victim came forward, leading to additional charges of sexual assault and financial facilitation related to the unlicensed practice.
Sibaja-Bolanos pleaded guilty to two counts of second-degree sexual assault. He was sentenced to an aggregate term of 10 years in the New Jersey Department of Corrections, as per the No Early Release Act (NERA), requiring him to serve 85 percent of his sentence before parole eligibility. Upon release, he must register as a sex offender under Megan’s Law and will be under parole supervision for life.
Rosa Perez pleaded guilty to third-degree conspiracy to commit the unlicensed practice of medicine. She was sentenced to 3 years of probation, with a condition of serving 364 days in the Middlesex County Adult Correctional Facility if she violates probation terms.
