JACKSON TOWNSHIP, NJ – Jackson Township officials are unsure of what future fate holds for their recently acquired Rova Farms property. Restoring the historic site however, is not an option at this point.
This week, township officials submitted a request for proposal (RFP) for demolition services to raze the remnants of the former Russian Orthodox resort, banquet hall and bar to the ground.
The project will include the demolition of the remaining structures, signage and removal of all utilities.
The Rova Farms District is listed as one of New Jersey’s registered ‘Historic Places’. The site became a vacation destination for Russians living in the United States from the 1920s through the 1950s. It was once the site of an infamous Bruce Springsteen concert in the 1970s.
The township purchased the property in 2019. It has sat vacant and decaying further since the purchase. The township has been actively trying to preserve historical artifacts, but earlier this year deemed the structure as unsalvagable after decades of neglect and financial troubles.

NOT ICE T O BIDDERS A N O T I C E I S HERE BY G I V E N that sealed Bid Packets will be received by the Township Clerk of the Township of Jackson, County of Ocean, State of New Jersey on September 7, 2022 at 10:00 AM prevailing time at Township of Jackson, Municipal Building, 95 West Veterans Hwy., Jackson, NJ at which time and place the Bid Packets will be publicly unsealed and its contents announced in public for ROVA RESTAURANT DEMOLITION.
The scope of Work contemplated for the above-named Project includes Location disconnect and abandonment of all existing utilities serving the buildings, asbestos abatement, demolition and disposal of existing buildings, signs, walls, concrete/asphalt/gravel parking areas and general surface restoration as well as all other work of any type or description necessary for completion of the Project, whether or not specifically described in these Contract Documents. All Work on this Contract shall be completed within sixty (60) Calendar Days from Notice to Proceed. Contract Documents and Plans for the proposed Work, which have been prepared by Darren Ferlazzo, PE of the firm of T&M Associates, are available at Purchasing Department of the Township of Jackson Municipal Building, 95 West Veterans Hwy., Jackson, NJ, and may be inspected by prospective Bidders during business hours 8:30am 4:30pm.
Bidders will be furnished with a copy of the Contract Documents upon proper notice and payment of a non- refundable charge of Sixty-Five Dollars ($65.00) payable to “Township of Jackson” at the offices of the Township of Jackson to defray the cost thereof. The provided Bid Packet must be completed in the manner designated in the Contract Documents, must be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the Project on the outside and must be addressed to Township of Jackson. Also, Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of “Township of Jackson” for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required. The award of the Contract for this Project will not be made until the necessary funds have been provided by the Township of Jackson in a lawful manner.
The successful Bidder shall be required to comply with the applicable statutory requirements of the Contract Documents and Plans which include all of the following: (i) N.J.A.C. 17:27; (ii) N.J.S.A. 10:5-31 et seq.; (iii) Business Registrations (N.J.S.A. 52:32-44); (iv) Prevailing Wage Act (N.J.S.A. 34:11-56.25, et seq.); (v) Public Work Contractor Registration (N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements (N.J.S.A. 10:5-1, et seq.); and any other legal requirements applicable to this Project. Township of Jackson intends to award this Project to the lowest responsive and responsible Bidder whose Bid Packet complies with its requirements for the Project, provided that in the judgment of the Township of Jackson is reasonable, within available funds and in the interest of the Township of Jackson. The Township of Jackson reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents.
