WILDWOOD, NJ – On Tuesday, November 23rd, 2021, at approximately 4:20 A.M., members of the Wildwood Police Department Uniform Patrol Division, conducted a motor vehicle stop in the 4600 Block of New Jersey Avenue, located in the City of Wildwood. The motor vehicle stop was originated in connection to confirming that the driver of the vehicle maintained an active State of New Jersey Parole Warrant, for his arrest. During the motor vehicle stop the driver was identified as Luis Rosario, a 35-year-old Hispanic Male, who is actively employed as a maintenance laborer, currently residing in the Rio Grande section of Middle Township, New Jersey.

It was determined during an earlier contact with Rosario that he (Rosario) had unlawfully removed his electronically monitored State of New Jersey Parole issued ankle device / bracelet and left his residence. This illicit action resulted in Rosario violating his conditions for parole, given rise to the issuance of the active parole warrant.

During the arrest process, Rosario failed to comply with the arresting police officers’ directions, and initiated a foot pursuit. Eventually, Rosario was taken into custody in close proximity to the traffic stop, after attempting to conceal himself in a nearby construction dumpster.

As a result of the totality of the events, Luis Rosario was charged with the following criminal charges; resisting arrest (a crime of the fourth degree), obstruction of justice (a disorderly person’s offense) and a State of New Jersey Parole No Bail Warrant for violation of his conditions of parole.

Consequently, at the conclusion of the investigation, Luis Rosario’s criminal charges were issued on a criminal summons complaint. Luis Rosario was incarcerated at the Cape May County Correctional Center, on the New Jersey State Parole Warrant for violation of parole. This decision to incarcerate Rosario was in accordance with the Attorney General Guidelines, promulgated in connection with the Criminal Justice Reform Policies and Directives.
