UTICA, N.Y. — Two teenagers have been charged in connection with a shots-fired incident on Rutger Street that revealed one of the suspects was manufacturing firearms and parts using a 3D printer. The Utica Police Department announced the arrests on Thursday, highlighting the role of surveillance technology in solving the case.
The incident occurred on January 21, 2025, at approximately 7:00 p.m. Police responding to the 700 block of Rutger Street discovered spent shell casings, as well as evidence that a vehicle and residence had been struck by gunfire. Surveillance footage and data from the FLOCK license plate reader system led investigators to the registered owner of a vehicle involved, eventually connecting them to multiple individuals associated with the incident.
A 16-year-old male was located at a residence on Mary Street and found to be in possession of the weapon used in the shooting. Police also discovered a 3D printer and numerous firearm parts in various stages of manufacture at the residence. The printer and parts were seized, and the teen was charged with criminal possession of a weapon in the second degree and criminal possession of a firearm. He was held until arraignment at Family Court.
On January 22, new information identified a 14-year-old male as the individual who discharged the weapon. Police transported him for questioning and subsequently charged him with criminal possession of a weapon in the second degree, criminal possession of a firearm, and reckless endangerment in the first degree.
Due to their ages, the identities of the teens have not been released.
“This case highlights the success of technology investments like the FLOCK system and the GIVE Grant, which continue to support the Utica Police Department’s efforts in reducing gun violence,” the department stated.
