DAGSBORO, DE — A Millsboro man is behind bars after state troopers discovered him unconscious behind the wheel with drugs and alcohol during a welfare check in Sussex County over the weekend.

Delaware State Police responded to the 30000 block of Iron Branch Road around 4:00 p.m. on Sunday, July 20, after witnesses reported a Ford Escape parked on the roadside with its turn signal flashing, windshield wipers running, and the driver slumped over and leaning out of the door.

Troopers found 62-year-old Kurt Faulkner at the scene, displaying signs of impairment and sweating profusely. An open bottle of whiskey was inside the vehicle. He was transported by EMS to a nearby hospital for evaluation.

A computer check revealed Faulkner had four prior DUI convictions. A search of the vehicle uncovered 26 baggies of suspected heroin and drug paraphernalia. A blood search warrant was obtained for DUI confirmation.

Faulkner was later taken into custody, arraigned at Justice of the Peace Court 3, and committed to Sussex Correctional Institution on $8,500 cash bond. He faces multiple charges, including:

5th offense DUI (felony)

Noncompliance with conditions of bond (felony)

Possession of a controlled substance

Possession of drug paraphernalia

Driving while suspended/revoked

Failure to have registration card in possession
