CUMBERLAND, MD — A Hagerstown man is facing an obstructing and hindering charge after police said he repeatedly refused officers’ commands during a traffic stop in Cumberland.

According to the Cumberland Police Department, officers stopped a vehicle driven by Mutia Jacon Carter, 24, of Hagerstown, on Wednesday, July 22, for alleged traffic violations.

Police said Carter was instructed several times to remain inside the vehicle but allegedly refused to comply.

He was arrested during the traffic stop and charged with obstructing and hindering.

Following an initial appearance before a District Court commissioner, Carter was released on his own recognizance.

The charge is an allegation, and Carter is presumed innocent unless and until proven guilty in court.
